The individual will work closely with AI/ML engineers, data scientists, data engineers, enterprise architects, cybersecurity personnel, business/process analysts, product owners, program leadership, and Coast Guard mission stakeholders. The role will support a delivery approach by organizing Agile execution, removing impediments, maintaining delivery visibility, and ensuring that technical decisions, requirements, test results, operating procedures, and lessons learned are clearly documented and reusable.

Primary Responsibilities

Agile / Scrum Leadership

  • Serve as Scrum Master for one or more AI, data, analytics, or automation teams.
  • Facilitate sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and release planning.
  • Partner with Product Owners and technical leads to develop and prioritize epics, features, user stories, acceptance criteria, and sprint objectives.
  • Remove impediments and coordinate across AI/ML, data, cloud, cybersecurity, architecture, and mission stakeholder teams.
  • Support rapid MVP and pilot delivery cycles, demonstrations, user feedback, testing, and transition planning.
  • Develop Agile dashboards and metrics that provide leadership visibility into backlog health, velocity, milestones, risks, and delivery status.

Technical Writing & Documentation

  • Develop, edit, and maintain clear technical documentation for AI, data, automation, and digital modernization initiatives.
  • Translate complex AI/ML and technical concepts into materials appropriate for technical teams, Coast Guard leadership, and mission users.
    • Produce and maintain artifacts such as: Technical design and solution documentation, CONOPS and operational workflows and requirements and user stories, Governance procedures and playbooks, Lessons learned and after-action reports, executive summaries and technical briefings
  • Maintain version control and configuration of technical documentation within approved repositories such as SharePoint, Confluence, and Jira.

AI Team Support

  • Document AI use-case intake, evaluation, prioritization, and development processes.
  • Support development of reusable AI delivery standards, templates, checklists, and playbooks.
  • Capture model assumptions, limitations, human-in-the-loop requirements, performance measures, and operational acceptance criteria.
  • Support stakeholder demonstrations and document user feedback, decisions, action items, and recommended next steps.

Required Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Communications, English, Business, or related field with 4+ years of relevant experience; additional experience may be considered in lieu of a degree.
  • Demonstrated experience serving as a Scrum Master, Agile Project Coordinator, or Agile Delivery Lead.
  • Experience facilitating Scrum ceremonies and managing Agile backlogs.
  • Demonstrated technical writing experience supporting IT, software development, data, AI, cloud, cybersecurity, or digital modernization initiatives.
  • Experience developing technical documentation, SOPs, user guides, requirements, process documentation, and executive briefing materials.
  • Ability to translate complex technical information into concise, understandable documentation for technical and non-technical audiences.
  • Strong organizational, facilitation, writing, editing, and stakeholder communication skills.
